All Leagues and Cups have rules to prevent clubs gaining an advantage by 'loading' their lower teams with players from the teams above when they do not have a game at the same time.
There are various systems of 'starred players' in use and they all have a similar approach - identify a certain number of the best players and the number of matches they can play before dropping down to a lower team is not allowed.
There is an alternative solution available using Position Points for players instead of a Starred list.
